This is the EU doing it, not NATO. But assuming they’re trying to give Ukraine jets Ukraine already has experience flying (MiG-29s), the EU members who have them (Poland, Bulgaria, and Romania) are all NATO members.

They did. They have some kind of act where it closes access but allows only for ships to return to their home ports, can only be a certain size, etc. Unless this is new and a FULL no access closure
