He was referencing the counter offensive that Ukraine is pursuing in the Kherson area, east of Odessa.
The Dear Leader has decided to get involved in the fight in Ukraine. North Korea has offered up 100,000 "volunteers" for Russia's use in fighting Ukraine. My first question is: does that number happen to match the number of prisoners in North Korean prisons? Or are they construction workers being offered jobs that start out as rebuilding damaged areas of Ukraine, and end up with a rifle in their hands? Does Russia have enough money to pay them the pennies per day that they promised these workers? Will the workers have to pay those pennies back to eat and rent a couple square meters of ground to sleep on? Who in the Russian military will be trusted to handle all of these pennies? The Dear Leader says he is doing this out of his "conscience". I'm surprised he is familiar with that concept. There isn't much we can do to stop it, either, as U.S. sanctions on N.K. have already pushed it back to the Stone Age. more like the Korean War, when we were winning and China threw a crap ton of troops into the fight and turned the tide. Having said that, I don’t think NK troops will be any better than the Russian ones, and without fuel, missiles etc I’m not sure how much good they can do. It will also weaken NK when half these troops don’t come home.
I don't think Dear Leader would send troops. It is most likely either prisoners or construction workers. Troops are what keeps a dictator in power, and protects a dictator from all of the external enemies, real or imagined. If he loses a significant number of troops in battle half a world away, the remaining troops might start to grumble, and decide to act before he sends them to die in a foreign land that has nothing to do with protecting the homeland. It might be time for a new Dear Leader. If prisoners die, it's a bonus to Dear Leader. If construction workers die, it's unfortunate, but not a catastrophe to Dear Leader. Neither group has much lobbying gravitas in N.K. compared to the military.
A lot of military supplies shipped to Ukraine from many countries. It’s a question how effective are armaments making it to the front lines. This is discouraging…. Why military aid to Ukraine doesn't always get to the front lines: "Like 30% of it reaches its final destination"
I believe he’s called “Outstanding Leader” or some BS like that. His goober father was “Dear Leader.” But (and I hate to admit it) this is some pretty decent, mutually beneficial strategy. KJU gets rid of 100,000 useless mouths, and Putin gets 100,000 who will work for cents on the dollar and will be grateful for a few bites of what an equivalent Russian needs in calories. And if you’re wondering what Putin will do with all of this unskilled labor, I would put them to work improving roads, laying rail, and building airstrips. His biggest operational problem is logistics.
Well, for the moment, the war is still localized to Ukraine. But let’s all remember that from September 1939 to April 1940 (almost eight months), WW2 was localized to Poland. There were differences, sure. France and the UK had declared war on Germany (instead of just shaking their fists like we’re all doing today), but for the most part their contributions were economic or symbolic during this period. No one had yet put Russian (against Poland and Finland), Japanese (against China), or Italian (against Ethiopia and Albania) aggression into the context of a wider war. And, of course, Ukraine has held out much stronger than Poland, which was invaded on two fronts.

Didn’t the Russians hit a few storage depots as well? 30% is a low % if that’s true, but with stuff like this you know it won’t be nearly 100% either.
