When it comes to actual terrorism compared with Russia, ISIS is the JV team. While both have committed horrendous acts of terrorism when it comes to scope ISIS didn't come close to what Vladimir's boys are now doing in Ukraine.
I don’t know that there is a procedure for expelling a member, but I would think at the very least Article V would have to be triggered and a member nation would have to categorically refuse to assist in order for there to even be a discussion of the matter. Hungary’s actions, while disappointing, aren’t even close to the top of my list of examples of member nations failing to pull their weight in the alliance over the last 20 years. My personal feeling is that the whole Treaty needs to be renegotiated in light of Russian aggression and far more specific on what the obligations and contributions of member nation shall (not should) be. Presently, the treaty is far too squishy and allows certain nations the protection of the alliance while giving them too many outs if they have to come to another member’s protection.
I don’t know about out of the UN, but they shouldn’t be on the security council. Add India or Brazil - neither are perfect but they aren’t Putin. Never happen though.
Agreed that it would never happen. But India also recently proved that it is not a mature-enough state to serve as a permanent member of the UNSC by aligning itself with Russia despite its gross breach of the peace.
