Slobodan Milosevic. And if memory serves, his country took custody and turned him over. He wasn’t arrested under the safe passage afforded heads of state for international conferences, nor while he was surrounded by his well armed bodyguards.
Again comparing it to the Yugoslavia thing. Yes it'd be a mess. But if there's no penalty why bother with building a case/charging Putin in the first place?
