That's exactly what the AFU did Feb 16-23, 2022. They also planned to send tens of thousands of troops into the Donbas in March of 2022
Why would they do that with Russian troops massed across their border looking for an excuse to invade?

The Ukrainians didn't care about Biden and the Democrats. I would be speculating as to what their motives were. Some of the neo-Nazi element and the military probably wanted to ethnically cleanse Russian-speakers from the Donbas and remake eastern in their image. Some generals probably saw it as a chance to make millions of dollars. As for "grand strategy," it is looking at the totality of a country's situation and devising a long term plan for national survival and prosperity. Things to be looked at would include trends in technology, economics, gov't spending and deficit control, military strategies and procurements, foreign policy/diplomacy, energy policy, natural resources management (water, oil, natural gas and so on). What strategies are your enemies using and how to counter those and so on. How populated should your country be? Is the best strategy on Iran to bring it into Western civilization? How best to avoid costly wars? What alliances should we have? Is it smart to fight a proxy war with Russia and push it into aligning with China? How do we promote a good relationship with Niger which has huge uranium deposits? Do we build more surface shops or should we recognize the future of naval warfare is underwater? And so on
You want us to ask terrorists if the victims of their terrorist campaign have ever done anything to them? We're supposed to have sympathy for the terrorists in this conflict? Do you go around and ask convicted criminals if the police and the legal system ever did anything to them, and then try to make it up to them?
