Talking about reducing abortion without outlawing abortion is like talking about how to reduce the number of murders without criminalizing murder. Allowing the guilty to go free is evil. They need to be punished. That is the purpose of the state: to punish criminals, but most especially murderers.

There are ways to discourage abortion, but that is by giving women options and support. It is also by cutting through the lies of the pro-choice movement. Those are not necessarily government programs, though.
