The next step is to get other, lower levels with charges to agree to pleas with felonies, and either avoid jail time, or minimal lock-up time. Line them all up and makes it easier to go after the bigger fish, especially the orange colored one.
The problem for some of the lower level folks: I'm not sure that they can give up the really big fish in this. Getting pleas from middle management in this alleged conspiracy (and they now have 2 in 2 days from that level) might restrict how much the prosecution is motivated to make deals, as those are likely the people the little fish could give up.
