Ellis previously faced nine felony counts including fraud, forgery and conspiracy, but in exchange for her cooperation, the charges were dismissed. The money was allegedly withdrawn in giant duffel bags and given to an Egyptian spy agency to pass onto Trump's campaign after El-Sisi and Trump had a private meeting at the United Nations in September 2016. The article states that, as president, Trump released $1 billion in military aid to El-Sisi's government. Former federal prosecutor Joyce Vance said on The CAFE Insider Podcast that there were potential crimes committed by Trump and El-Sisi if the allegations prove to be true. "There are two crimes, or at least two potential crimes that are going on there," Vance said. "There are the Trump allegations that you are talking about; it is also illegal for the foreign leader, the president of Egypt, to try to make these kinds of donations to an American campaign," she said.
One explanation was that indicting Donald Trump would undoubtedly delay a trial given Trump's propensity for using every possible legal device as he did with every one of his other trials. Without Trump as a codefendant the prosecutors would have much more of a chance of actually trying and convicting the other defendants in a timely manner.
