The answer is a guest worker program that allows supply of labor to meet demand legally. Immigrants here working already and new arrivals would sign up to become legal. It would give them protections, including alleviating fear they might get deported for just being here. Eliminating the issue of migrants too scared to work. Have a time limit on the visa and when it's up, either return home or get in a citizenship pathway. This is basically the Gang of 8 plan. If we just charged just $5/week, 8 million undocumented workers paying would generate $2 billion in tax revenues. We could use this money to enforce those on worker visas are actually working, and process new entrants.

When has the US ever controlled our Southern border with Mexico? The answer is never. The best we ever did was during the Bracero Program years, because most entered legally.
