There a couple American designed cities that I’ve read about, but I don’t have my notes with me on my evacuation. I would say that while some traffic seems to be have been caused by haphazard construction over the years, there is also an effect that runs the other way. Construction occurs because of traffic patterns too. Eg if traffic is terrible from one direction of town, the home values in that area suffer, pushing construction to other areas. Without that feedback signal, it’s just impossible for people to accurately predict what future travel behavior will emerge.
