There's a range with these crimes. I don't think a single mom or someone who's mentally ill should get beat up or thrown under the jail long term for trying to steal basic necessities. On the other extreme, some of the flash mob type situations with people stealing thousands of dollars of items and laughing on the way out seem to basically constitute organized crime. Not to mention that they're creating a very dangerous situation for both sides.

Maybe the mom and pop stores don't have as deep of pockets as Target so they won't get sued if they use a little force to protect their bodega.
