Put them in the hallway outside the bathrooms. The issue for me is this, legislation like this comes up for 1 of two reasons. First, maybe all the country's (or state's) problems are solved so this is what's left to fix. Or, second, the real problems are too difficult to solve and no one wants to take ownership of them so they do sh- crap like this to keep looking like they are doing something. I would rather they solve some real problems like insurance and healthcare etc. and if not something meaningful, I'd rather they did nothing.
