She conceded because she knew that she had lost the election. Trump refused to concede because his narcissistic personality disorder is so extreme that he is incapable of admitting that he ever loses. Even though it didn't make any difference in the end when Trump lost the 2016 Iowa caucuses to Ted Cruz he claimed that the election was stolen from him through fraud. Same for the popular vote in the 2016 general election. Although it also didn't make any difference thanks to the Electoral College Trump claimed that he also won the popular vote in that election and that it was stolen from him through massive fraud. And by the way you're the one who raised the issue of whether or not Trump conceded after he lost the 2020 election. A reminder:

This talking point is inconsistent with the “attempted coup” talk. If Trump attempted a coup, it was the weakest coup in human history in the strongest country in world history with a President who achieved the closest thing we’ve ever seen to peace in the Middle East in my lifetime. Third, no previous loser has told America everytime he was in front of a microphone, that he actually won. No previous loser has had an army of sycophants driving the point every chance they got.
