Just like when "mass shooting" statistics include things like a drive by shooting or domestic incidents that John Q Public generally does not associate with being a mass shooting event, thus leading to over reporting. Meanwhile, actual defensive gun use statistics, useful to determine net impact, are often underreported, as usually they aren't counted unless someone is injured or killed.

He gets shot by victim, that is statically considered gun violence. 4 gang bangers shoot it out at 2am in local school parking lot. That’s a school mass shooting and gun violence.
