I'll go with insane. My daughter goes to a college that has about 40% native americans. Due to the place once being a school for brainwashing NAs, tuition is free for them. Handing over cash is crass & idiotic IMO. I would be much more in favor of something like free tuition.

I've always said if we wanted to realistically pursue reparations it should be in the form of economic opportunity enhancement. Education. Business friendly zones in impoverished neighborhoods. Outreach programs. Etc.
I agree completely. Giving them money is basically paying them to shut up when reparations should apply to the things you listed. I’m wondering if this is just a prelude to Chinese reparations.
imo, we should start with native americans, afterall, we stole their land and put them on reservations like cattle.
IT'S NOT THEIR FREAKING MONEY TO GIVE AWAY... It's the taxpayers' money. And taxing everyone else to pay for things no one alive today had anything to do with is tantamount to taxation slavery to the state.
