To make this simple: let's say somebody proposes a bill to ban all abortions. Somebody makes an amendment to add an exception, which fails. A US Rep votes for the amendment and then votes against the entire bill. Did the Rep vote to ban abortion, yes or no?

Please show me in the text of the amendment the language in which it allocates the $17 Billion and to which departments or programs it is allocated. Please quote me a single allocation from the text of the amendment about where the money would go (which is required for a bill to allocate money).
