    Just kidding. They don’t support them at all by refusing to vote for the PACTAct effectively killing it. Jon Stewart has something to say about that.

    Years ago a bunch of us were going to volunteer at a boys and girls club. The lady in charge interviewed us all independently and then told us to come back next week to start. As we are headed out, one of the guys told us that the lady pulled him aside and asked him not to bring back his roommate. So of course we ask the roommate how his interview went:
    She asked me what I would do if someone hacked me while we were playing a game. I told her I would smack the kid up side the head and say "what's your problem you dumb kid".

    The proud look on his face is pretty much the look I imagine Steve Daines had on his face while delivering that line.

    Objectively… why something doesn’t pass is typically because someone didn’t get greased to vote yes… or the bill itself wasn’t clean. Below is the resourcing from the bill. What does VA real estate leases have to do with the care for the vets exposed to Agent Orange? Why can’t our folks in Congress write clean bills?


    TITLE VII--RESOURCING

    (Sec. 701) The VA is authorized to use funds appropriated to the Cost of War Toxic Exposures Fund to continue the modernization, development, and expansion of capabilities and capacity of information technology systems and infrastructure of the VBA to support expected increased claims processing for newly eligible veterans. The VA must submit a plan to Congress for the modernization of the information technology systems of the VBA.

    (Sec. 702) This section authorizes the VA to carry out various medical facility leases at specified amounts in FY2023 (e.g., an outpatient clinic in Allentown, Pennsylvania).

    (Sec. 703) This section prohibits funds from being appropriated, obligated, or expended for any major VA medical facility lease unless the congressional veterans affairs committees each adopt a resolution approving the lease.

    Additionally, this section (1) modifies the requirements for the prospectus that must be submitted regarding a request for funding a major medical facility lease, and (2) authorizes the VA to carry out interim leasing actions as it considers necessary for approved major medical facility leases and replacement leases that do not require approval.

    (Sec. 704) The VA may enter into a lease with an academic affiliate or other specified entity to acquire space for the purpose of providing health care resources to veterans.

    (Sec. 705) This section modifies the enhanced-use lease authority of the VA, including by permanently authorizing such authority and extending the maximum term of such leases from 75 to 99 years. This section also provides appropriations for entering into enhanced-used leases and authorizes the VA to deposit unutilized funds received under an enhanced-use lease in the Medical Facilities or the Construction, Minor Projects accounts.

    (Sec. 706) This section prescribes the authority for joint leasing actions between DOD and the VA.

    (Sec. 707) This section provides specified appropriations for major medical facility leases through FY2031.

    Nice, but can’t find support for your answer. Is that somewhere is there legislative history?

    it appears that the main contention from certain Senate Republicans is mandatory versus discretionary spending and a question on more spending after 10 years? Pat Toomey needs to fix it and not complain after the fact.

    Timing doesn’t sound right. Toomey called this 4 days ago before Manchin’s surprise. This has a $400b deficit issue. Anyway, still looking for the answer to my questions.

    That all has to do with the VA
    at least, seems entirely appropriate to me. ¯\_(ツ)_/¯

    When I see people complaining about bills that aren’t “clean” I usually assume it has random pork projects or earmarks, or maybe not an “earmark” but filling a political agenda. For example let’s (hypothetically) say it included the VA buying a bunch of electric vehicles, that would introducing a D political angle to the bill. Improving facilities and IT systems on the other hand pretty directly impacts health care delivery, and there is nothing partisan agenda driven about that. You can’t have health care delivery without facilities and systems in place!
