    There was no license plate on the car. They had no way to track her down, and no way to know if there were other crimes this person and her group were involved in or had committed. If she wasn't stopped, then you know she will do this again, and it becomes more likely that an innocent bystander gets hurt.

    She had a criminal record and her own grandmother ( who raised her) had a protection order against her.
    But as usual, she is being portrayed as a lovely young woman.
