With Napier it also looks like the offense is a collection of some cool stuff he saw other teams run, but there is no identity or flow to it.

It's just not in him. He doesn't know instinctively when and how to do it even when he tries to be aggressive. Terrible waste of a great defensive effort on the road. Billy is who he is, that's not going to change.
