If you read paragraphs two and three it should be clear.

 

That would be consensus four stars. The others were all four stars on at least one of the major agencies

 

16/20 is 80%, which is what it said, that’s not 100%.

 

Because on person used consensus four stars and the other use four star in at least one ranking service as stated in paragraphs 2 and 3.
