So why wasn't Trump prosecuted and why was the dossier still presented to the FISA court?

 

Because collusion isn't a crime. You need to prove conspiracy. They did not prove that Trump himself was part of such a conspiracy. Multiple members of his campaign were successfully prosecuted (including the Campaign Manager and his Assistant) before the ones that didn't talk were given pardons.

They utilized it to strengthen their applications to the FISA court to surveil Carter Page, who was not prosecuted.
