If I read correctly, after an ATF Agent and Detective Captain took the Georgia player to interview him, he said NOTHING (although he knew a lot) and his first call immediately thereafter was to the LegHumper FIXER? "After the law enforcement officers left, Taylor said he called Bryant Gantt, UGA football’s director of player relations." If so, that place is completely out-of-control, IMO.

That's federal law. I'm not sure I understand it either. A Georgia State prosecution will be different.
I don't think they can bring a murder charge; not within their jurisdiction. So they charged what they could.
