My totally ignorant take: Brown will essentially be a "gotcha" change-of-pace QB that can be used throughout the season in any game it feels appropriate whereas Miller retains the moniker of "next man up".
Methinks it is all about one thing: lawyers. They aren't safer, they are a provision for keeping the universities from getting sued. BTW, if you think about it, THE thing that makes the helmet so dangerous in the current game and why they keep trying to administer inane policies/penalties, it isn't so much as they are human projectiles as much as the players feel invincible...with their facemasks. The simple solution to all this is to remove them entirely. Once they begin to recognize the "Bronko Nagurski" effect, they will see the light as to why you don't lead with your head. Gotta be a "Creed" and not a "Phantom of the Opera" for the ladies.
