That’s weird. I assume retirement havens Florida and Arizona would be screwed under this metric. Otherwise it mostly just seems a way to steer transportion money to rural areas. Roundabout way to get pork spending through.

It is funny, some bizarro alternative “social justice” metric to engineer funds away from cities and into rural areas which tend to have higher birth rates. Isn’t this exactly what they railed against? I have a radical idea. Why don’t we let roads be built where traffic studies and engineers reports say they most need be improved!? Shocking. Give me an ROI on infrastructure.
