‘Gross Insubordination’: FEMA Hit With More Layoffs The Department of Homeland Security (DHS) has terminated four employees from the Federal Emergency Management Agency (FEMA) over allegations of unauthorized payments totaling $59 million to New York City hotels for housing migrants.
