Please tell me that this is tongue in cheek and that you don't really believe that the State of FL is going to start operating Disney properties....did I miss an operative post upstream?
Post 1551. Also here. The governor has said that they're going to take over the Reedy Creek Improvement District rather than give it to the counties. It was a bit tongue-in-cheek to say that the state will operate the park and the attractions. Reedy Creek Improvement District technically just takes the place of the county, doing land use decisions, road maintenance, etc. However, when you have one property owner within that district, it's arguably the same thing as operating every aspect of the property. Plus, I haven't looked it up, but I suspect, that some aspect of park revenues are pledged as part of the bond issue. It's very complex, and I'm a researched it completely. The reference to the attractions was a bit of a joke. But the governor has definitely stated that the state is going to take over the property as a whole. I don't know how serious he is about it, but that is what he said
The State of Florida is, according to DeSantis, take over the Reedy Creek special district, not the Disney properties. by law, the County where the district is situated takes over the district upon the district’s dissolution. DeSantis, to cure the billion dollars in debt that must be absorbed, announced the State will take over the District to avoid any tax burdens on the residents. DeSantis: State will likely take over Disney’s Reedy Creek
Got it....sometimes sarcasm is lost in a Message board. One would think that there is a clear difference between "public" Reedy Creek property (Fire stations, roads, would be an example) and the private property of the Disney Corporation.
Having had my own personal issues with DMV, DEO and DACS, I know firsthand that the State of Florida can't even run their own Departments. How are they going to run the RCID?
A state take-over of a competently run quasi-business entity because Hugo DeSantis thinks the state can profit off it. And this is the #2 Republican/Conservative candidate running plays from Communist playbook.
How does this remove the tax burden? It simply spreads it out over all the residence of the state rather than just 2 counties.
What he’s saying is that the state will take over being the local government, do the roads, fire, etc., and tax Disney to pay the bonds, omitting a third party (the bond holders) and law
2022 ... Disney runs Reedy Creek like a business and takes financial responsibility for their infrastructure improvements and maintenance with little burden on tax payers. 2023 ... Reedy Creek is run by incompetent state bureaucrats, and Disney gets to keep its massive tax breaks, and the burden of those infrastructure improvements and maintenance that solely benefits Disney will pass to all Florida tax payers.
It reduces who pays the tax burden, not the tax burden. And, the real reason for this extraordinary measure is to ensure Disney has to get all approvals to develop FROM STATE CONTROLLED land use agencies, rather than Disney-friendly municipal agencies. DeSantis can further his retribution by effectively stopping all Disney development. This is insidious.
It will be interesting to see if they open a new location in the US, or start aggressively funding democrat politicians. Florida loses in either scenario.
Me neither. None of it makes sense. There is literally no model that I am aware of for the State taking over routine county government tasks. Here's a link to Hillsborough County departments. Plenty will obviously be inapplicable here, but many will. And obviously what is unique about one landowner with theme parks art of the largest entertainment industry on earth, international in scope, means there is no template, very unique nonstandard needs. Nothing close. They can try to just graft on to RCID, but that's not really going to work, as RCID is integrated with WDW and the company as a whole. I still suspect the bond covenants somehow link into company revenues as security. No way bondholders would simply depend on RCID's internal arbitrary "taxing" against properties. Departments
Looks like these statements are more than just political posturing. They are being used to dismiss taxpayer lawsuits on standing grounds. He wants to make Disney sue itself so he can demagogue. And given who political and unprincipled a lot recent appointees are, he might get a favorable decision even though is plainly wrong legally. Bryan Griffin, a spokesman for the governor, said Tuesday that he could not comment on pending litigation but referred to another portion of Judge Altonaga's order in which she pointed out that S.B. 4-C will not itself raise the plaintiffs' taxes and said they cannot invoke the federal court's jurisdiction based on an alleged injury that is so "indirect and highly speculative." Griffin also cited previous public comments from DeSantis in which he assured residents that the new law will not affect Florida taxpayers and that Disney will have to pay more taxes and take care of its outstanding debt. Disney's 'on probation' amid DeSantis' idea to repeal Reedy Creek Improvement Act, official warns Jimmy Patronis, Florid’s CFO, went on record to say that Disney is “on probation” to see how it acts over next year. He went on to say that the Legislature will meet several more times before the repeal in mid-2023, and everything remains on the table. But, it’s not retaliation!! Disney can still freely speak (and exact more punishment from DeSantis). Scary stuff…
