That’s not true at all. You can go onto Disney property, end up using RCID services and not stay at Disney at all or even buy a ticket. Downtown Disney aka Disney Springs is one example. You don’t need to stay at a resort to eat at their restaurants. That’s just a few examples that come to mind and all of it is served by RCID.

I have my doubts that Disney will sue. I could be wrong. In fact, I wouldn't be surprised if after all of this debt gets dumped on the taxpayers in Central Florida, Disney pays a lot of money to lobby the Republicans in 2023 to grant them back their self-governance. And odds are the Republicans do it. Suddenly, Disney comes out ahead, and the taxpayers are the ones screwed.
A) Water there is free. I know because I’ve gotten it. B) You don’t have to buy anything at all. You go to Disney Springs, walk around, window shop, have a medical emergency and an ambulance is called. RCID doesn’t charge you for it. Disney pays for it. Who is buying water there?!? We take the kids down to Disney Springs, ride the boat to the hotel, then take the hotel bus to Epcot, then take a few laps on the monorail, back to the bus, back to the boat, and back to the car and home. Several hours of entertainment for free. Good times. The teenagers know they are missing out on the good stuff at this point, but the smaller kids still love it. Especially when the bus driver gives them stickers
This will end up in suit because the local governments are not going to be able absorb the debt. Not is the state; it is illegal to run budget deficits in Florida so the local governments would have to absorb the bond debt. And Disney is losing too much, too, without compensation.

When my daughter was young, "Christmas" at Disney consisted of reservations to eat at one of the monorail resorts, checking out the decorations, especially the gingerbread house at the Grand Floridian and the chocolate sculptures, and seeing Santa at Disney Springs, all without paying park admission.
Florida's governor decided to be a whiny baby like the other infant residing in Mara Lago, and pitched a tantrum, more like. "They said mean things about my bill! I'll show them! " You not recognizing fascist actions when they're occurring right in front of you doesn't mean they don't exist. You and your ilk act like Florida was doing Disney some big favor. If there were special exceptions made 50 years ago, I daresay Disney has repaid Florida with a tourist industry that wouldn't exist in its current robust form without them.
