I did not read the article, and I would not know the conclusive answer without reading the actual bonds, but they were likely guaranteed by revenues rather than taxes, revenues which Orange County cannot pledge. So they would likely need to refinance the bonds, although that's not the correct word. Just using it as a stand in. And there's no way that ad valorem taxes would be sufficient, even without knowing the particulars. There's really no way to make this work under the Humpty Dumpty principle. There's even a legal doctrine under the law of rescission that could be analogously applied. There's just no way to unwind 60 years of governance for such a developed area that is so specialized and just act like it never happened. It likely is violative of so many of Disney's rights, not to mention reliance interests. This is a truly stupid vindictive measure. Obviously all they want is to humiliate Disney and cause them to grovel, and they may get that, along with some performative homophobia. But if this actually went through, it would be absolutely the stupidest thing that the government of the State of Florida could ever do.

As I think about it, especially under the current legal regime, I also think Disney would have a takings argument. It's arguably a lot stronger than some of those recognized under the evolving jurisprudence in the area. "Political blowback" is fine as long as it does not include the use of governmental power to penalize an entity for disagreeing with those in power. But if you are defending the actions of the legislature and the governor to retaliate against Disney for its political speech, then you are endorsing fascism, because that is a fascist act. Maybe you are fine with fascism as long as the dictator is YOUR dictator. And maybe you don't worry about what would happen if there were a dictator that was "the other guys' dictator" because once your dictator takes total control, "the other guys' dictator" could never take power. That's the point of fascism: Establish a scenario in which only one side has the possibility of being in power.
You've characterized that the Court's decision on the OSHA policy as ridiculous, despite basic constitutional provisions. If you're going to bend over backwards to such a degree to defend policy you like despite it being unconstitutional, my behavior has not affected your positions on policy, I have set no precedents, they were already there to begin with. But if I did set a precedent that this behavior is acceptable, causing you to accept Democrats doing the same thing DeSantis just did, what separates you from the very thing you're accusing me of? You're doing the exact same thing. You're saying "Republicans did it, we're not going to fight with one hand tied behind our back."
So who does the EMS now? Policing and security? I always observe county sheriffs and EMS. Is the current tax exempt entity for lack of better word paying for the services now? If So who will pay the taxes for using their services in future? Will the counties now levy a tax to Disney for continued use of sheriff and EMS assets to secure Disney parks?
You know that under the constitution Disney has the right to "misrepresent a bill" without fear of those in power using the government to penalize them. It's punishment for thought and speech...the essence of violation of freedom of speech. You know this, and you know it is wrong. That just brings us back to our earlier discussion of whether it matters that the privileges are special. What you are basically saying is that you support a politician giving special public benefits to a private entity with the explicit condition that said entity engages in only friendly speech. I don’t think you really believe this. Imagine Biden giving a special tax privilege to PBS provided that all political coverage on the station is friendly toward the president’s actions. Would you really defend that?
Is state of Florida seizing any Disney property? Are they blockading entrance to Disney with troops or police? Are they beating and arresting Disney employees? It isn't a tax exempt entity. They pay property taxes to both counties. Currently, they pay for a lot of their own services while still paying taxes. Now, they will pay taxes and put a strain on the services from both counties.
Maybe among DeSantis hardcore supporters. If it's ruled unconstitutional Ron's war on Disney will be revealed as nothing more than a political stunt as is the case with every one of his culture war initiatives.
If this went through the normal legislative process, you might have solid ground in my view. But they passed this directly as punishment with none of the oversight, guidance, information and debate that normally takes place. I have yet to hear any colorable argument (or even an argument, for that matter), why this was pushed through in emergency session.
