He was at one time a firearms instructor in the military. Not sure how long ago, but clearly started having issues. Once someone has reported hearing voices, made threats to commit a mass shooting, and spent two weeks involuntarily in a mental institution, they are 100% a prohibited person by law. Also has domestic violence and other arrests. 100% a prohibited person and should have had to surrender guns on commitment. For whatever reason, that didn't happen and he went and shot up some places he knew he wouldn't find resistance. The bowling alley was a posted gun free zone and bars are prohibited places.

“For whatever reason” = laws even superficially restricting possession as you describe are not actually much enforced, by design.

He apparently didn’t surrender his guns. Or at least the gun he used last night. And we ended up with a military trained firearms instructor with hunting unarmed civilians with a military grade rifle.

Well I can't answer for him - but IMO yes if you are a prohibited person and you have not surrendered your registered weapons then they should be confiscated (by force if necessary).
