go back and read my post again. I said that Orange County does it on behalf of the state. Granted, every state does this differently, and California has license issuing facilities all over the place, including in private businesses. my point being that licenses are governed by the state, not the county. It really doesn’t make any difference as to who issues them, it’s more important as to who enforces them, which is the subject matter of this post.

Orange County, Florida, where I live, issues drivers license on behalf of the state of Florida. I got my license at the Orange County tax collectors office. Technically, I would assume the people that hand you the drivers license in the county buildings are state employees. But I never really paid attention to that so I don’t know.

You are just ignorant. There is no County DMV in California.
Where I live, the CCW Permits are issued by the County Sheriff, say “Shasta County Sheriff’s Office” across the top, and show the Sheriff’s name and signature.

really. So I guess you didn’t read my post or the link I provided. If I could use smaller words for you and make the words bigger I would.

    here is what I said

DMV offices for issuing DLs in most states are often located in municipal buildings. In Florida some are located in the County TX Collectors building. (I provided link). In California, they have “DMV Partners” which are private busineses.

CCLs are a state license in California, governed by state law. (I also provided a link). The county sheriffs are typically both State and County officials in most states as they often define their power from the State government. Regardless, I said, correctly, that the County sheriff issues the CCL as an arm of the state. California’s CCL requirements are codified under state law, not county law. Certain county sheriffs may issue limited open carry permits which are only valid for those counties…but again, pursuant to state law.

Here is the Orange County Sheriff’s form CCL application. Please note the upper left corner where it says State of California and lists the Orange County Sheriff as a “contributing agency”. https://www.ocsheriff.gov/sites/ocsd/files/2022-08/Livescan_Form_Fillable.pdf

Here is a good summary, but Newshit and his cronies just passed a new law trying to limit carrying. Firearms - The Law in California | Stimmel Law

Bottom line. The permits are issued by the State of California, the issuing of which is administered by the County Sheriff using state guidelines. You are wrong. You are ignorant. Before posting you should read, think, and if unsure read again. You failed here.

    Try Harder.

DMV “partners” can’t issue DLs in California; you have to go to the DMV office, none of which are county run. They are State agencies. Your comment was that Counties here issue DLs. They don’t. Ever visit a DMV office in California?

I agree CCWs are authorized under the California Penal Code, but they are issued by the Sheriff.

I honestly don’t know why I bother to engage, except it’s amusing.

LOL. I don’t live in that shithole state, so no, I’ve never been to a CA dmv. I have lived in multiple states and most, including my current state, use county offices to issue DLs. I posted links.

as for Californiction, when I Google how to obtain a CA DL, it sends me to the DMV website, which from their sends me to partner sites. Who does what from there is not something I really give a crap about. That’s not really the point here. The point on this topic is who controls, legislates and dictates CCL, and that is the State, not the County.
