Just my opinion, but believe you are inadvertently conflating. For the most part, People aren’t afraid of crime they can’t see. They are afraid of the brazen smash and grabs, knock out game or watching some 80yo getting his face smashed on the pavement. That being said for all I know this lady was buying her goods at 25 cents on the dollar from those same smash and grab groups and selling them for .50.

Straw man. No one is suggesting retail theft is zero. Therefore you can always find anecdotes. And clearly retailers with failed real estate strategies would rather blame non-existent crime increases rather than their failed strategies . All the metrics show theft is not spiking. Been reported thread after thread.
