   Take the team with the -7 (or whatever) and deduct that from their score and if they still have enough points they win the bet.
   
   It has no bearing on the actual game winning/losing.

   Edit: It's why Vegas usually adds/subtracts an extra .5 (half point) . . . so there are fewer "ties."
