Ok, what was the LOS? My understanding is it's a max 15 yard penalty. So if the LOS is 16yatd line or less it goes to the one. Otherwise it's a 15 yard penalty. But again I'm not a rules expert and they change all the time.

 

You’re right, it’s because of where that play started. If the down starts inside the 17, it’s placed on the two (not the 1 ). I looked it up.
