There's plenty to hammer Trump on, but Intel's been dying for a while. This would be a headline if Biden were president again. They've gotten abused by competition.
Everyone in the industry knows Intel is in real trouble. This has nothing to do with Donald. Bloated management, out of date chip manufacturing and they can't compete with the industry leaders (tsmc/Samsung). Poor leadership for a while.
Intel was at the center of the management vs technical skill wars going back to the 90s. Feel free to read some Andy Grove. They made a conscious decision to push out top talent in favor of more expendible numbers that could eventually be outsourced to a less capable workforce. Basically they switched to assembly line tactics where everyone knows how to pull a lever in front of them but noone can tell you how to design an automobile. In this way management could stay more relevant, and retaining talent became immaterial. Hope they have seen the light.

Intel could never design its way out of a paper bag. They illegally obtained the design for the Pentium processor core from DEC and only then did their business take off. As a result, they were forced to buy Digital Semiconductor to get out a nearly $60 Billion lawsuit that they would have lost badly after Craig Barrett shot his mouth off. Their issue now is that their primary market has long since been a commodity and they have been unable to market their excess capacity as foundry because no one wants to founder their technology that also designs processors and could very well use their knowledge from the foundry interactions to compete against the companies who would be foundry customers. I used to work on one of their campuses for a number of years. You’re right they’ve had problems for a very long time predating even the first Trump administration. They’ve recognized it too, but have largely never been able to figure it out. One area they knew they needed to improve was the construction cost of their factories since they were dramatically more expensive than Global Foundries. I know the guy who was tasked with identifying designs bringing down the costs. I’m not sure where that effort currently sits but that’s just one of many self-inflicted issues.
