    Research funding should go where the best research takes place. If we were going to tighten spending and go strictly with the best research, you have it almost exactly backwards, almost all of it would go to elite private institutions.

    Of course I would be never recommend that, plenty of quality research takes place at the better public schools, and I think we should even throw a bone to mid tier public schools. USF for example has its MOFFIT Cancer Center and I’m sure there are hundreds of examples like that where the money is well spent.
