No, these plans are known by a select few in the pentagon, the joint chiefs, the president (if necessary) and the armed services committee (usually redacted) and intelligence communities (CIA, DIA etc). Its very unusual for someone outside the bubble to get access. Why does he "need to know"?

CEOs dont need to know or even care. All they want is business for the company they represent. If Musk has access and I was a DoD contractor, I would be complaining big time especially if we are competing on gov contracts. Expect massive protests for any DoD contracts to SpaceX or Musk owned companies going forward.

 

All Musk needs to know is that China is making better EV’s than he is and for cheaper.
