A Hitler / Stalin / Mao whitewash may be what's being attempted, but I think he said this to paint the "public sector" as untrustworthy and therefore worthy of blanket purging. A mindnumbingly idiotic way to try to make that arguement, but that's my take on what he's trying to do.
