I can say this. In regular business, it is common to allow someone to sign a document on your behalf. However, I always make sure there is a written confirmation ie text or email. I would love to see some type of written confirmation that allowes White House staff to sign on his behalf when he was "on the beach or sleeping."
There is absolutely no reason the potus cannot manually sign any document…… unless they are so mentally incapacitated they are physically unable to do so.
