They clearly did, but we need not go down that rabbit hole. That they were advocating for continuance of the war and for a foreign leader to oppose the POTUS is the bad business. But they clearly gave Zelenskyy the message it was okay to do what he did and yeah, it's nobody's fault but Zelenskyy's. That doesn't make what they did okay.

It was I who made the claim in #1. Does it matter? It doesn't. As for point #2, you're either being flippant for the sake of being flippant or you truly have no clue about diplomacy or the etiquette. The short version is that you don't undermine a trip by a foreign head of state to meet with the POTUS period. That it involved encouraging the proliferation of bloodshed makes it unusually appalling and disgusting.
