Depends on if you think he was lying when he said that he didn't.

To be totally honest, I would have no way of being absolutely certain. Opinion only, but I think he does.

I’m certainly not defending Trump but there could be a reason where he actually couldn’t read the letter. Trump admits he doesn’t like to be seen wearing glasses because he’s concerned about how he’s viewed, and I suppose he feels only weak people wear glasses. The short answer is he couldn’t read the letter because he’s too vain to put on a pair of reading glasses. Then again he could be going blind.
