    It’s effectively the same sanctions order against ICC personnel that Trump issued in 2020 and Biden then withdrew in 2021.

    The justification for both orders is the ICC investigating the U.S.’s conduct in Afghanistan and Israel’s conduct in Palestine despite neither the U.S. nor Israel being signatories to the Rome Treaty that establishes the ICC.
