    They don't. If you're equating tariffs to income taxes, you're equating apples to oranges. American companies only pay a tariff if they choose to buy certain imports. Nobody has a gun to their head. Nobody is confiscating said company's wealth. If said company chooses to proceed with the import, they then pay the duty, but this is akin to a consumer paying sales tax on a purchase. Income tax is confiscation, because the government is effectively saying "yeah you worked for this, but we're taking our cut unless you have some savvy, high-priced accountants to get around it."

    Tariffs are actually intended to persuade companies to make other choices rather than pay the tariff. The idea is that by dissuading American companies from buying foreign imports, the reduction in trade will bring harm to said foreign exporter and in turn enrich American companies producing the same product at a similar (albeit likely higher cost). Tariffs are actually a far superior motivator than our broken income and corporate tax system. You of all people should recognize the benefits of forcing companies to pay a premium to the government for doing business with foreign entities as opposed to having their accountants write off all of their income on their corporate tax returns.
