Congress sets the budget and allocates funding for USAID. They determine how much goes to each of the 4 main categories.

After the funds are allocated, Congress and the Executive are to jointly decide how funds will be disbursed -- there is a process for that.

Last I knew, there is still a Congress. It is unconstitutional for the Exec branch to wipe out funding it disagrees with. Mr. Art of the Deal obviously does not care to sit down and negotiate, and Muskrat is going very rogue here.

Nothing to be whooping and hollering about if you care about your democratic republic.
