They let it become a mess early in the term while Republicans were screaming that it was a conscious decision to do so and the administration already had the authority they needed to fix it unilaterally. The administration tried to use “we need Congressional action” as the excuse, then couldn’t back down from that because doing so would be admitting that the GOP was right that they already had authority to act unilaterally all along and had just chosen not to do so. That’s the actual reason Trump weighed in to kill the immigration bill last year - not to keep the border crisis from getting fixed, but to deny Biden political cover.
