It could very well be a false flag or a foreign actor trying to sow discord. Both perfectly plausible. But unless I missed it (or don’t get the joke) none of them were allegedly signed off as the Trump admin.
Civil rights regularly see a backlash and steps backwards with progress. When blacks were given the right to vote it resulted in literacy tests and poll taxes to keep them from voting. Consider texts aimed at conservative that said "we are going to flood your neighborhood with illegal immigrants - signed, the democrats". There would be no reason for the left to do that. There would be plenty of reason for the right to do it.
