I think the forecast called for it to hit near 17 mph as it got close to landfall, so it should be about on time.
As the storm interacts more with land and the frontal boundary the wind field will expand outwards. It has to do with angular velocities and the conservation of angular momentum if I remember correctly from physics (been 30 years).
I don’t know the formula but the higher you go the higher the wind, has to do with less ground interaction and less dense air moves faster. Just being on the 5th flood is gonna have an effect compared to ground level.
In general weaker systems are more controlled by the air currents from other system. Stronger larger storms can be less effected by those inputs.
