Complacency as in most of our staff is in Milwaukee securing every venue, checking out and making more secure every hotel room, roof, sewer, doing walk arounds, trotting the bomb-sniffing dogs through it all, coordinating with local LE, looking into citizens deemed a risk, and vetting the backgrounds of every person that might come near those they protect and their families so running a skeleton crew at a 2 hour rally should be OK.
