There is no legal or tax requirement requiring a loan to bear interest. However, if a loan does not bear interest, interest will be imputed. So, if Joe Biden loaned his son some money, Joe might have a small amount of interest income. Alternatively, he might have made a gift to Hunter.
As an aside, on one of Donald Trump’s financial disclosure forms, there appears to have been a $50 million loan to Trump from one of his companies which appears to be some sort of tax dodge.

OT: This is the correct analysis under Sec 7872. An alternative is imputed interest income under Sec 483/ 1274 to the lender followed by a bad debt expense if no interest was ultimately paid. The related party has Sec 108 cancellation of debt income on the accrued but unpaid interest, assuming they had an interest expense deduction. on topic: it would show up on the tax returns for both parties.
