Adding that it's obviously speculation since the story was unclear (probably intentionally since the source was Fox News), perhaps the state decided to revoke his license based on negligent discharge of a firearm. While he had every right to defend himself and his family using deadly force there was the real possibility that bystanders could have been hit when he fired at the robbers. Bullets do not magically stop when they reach a property line. They can travel hundreds of yards. If he was outdoors the bullets could have traveled a significant distance beyond his property line. Not beyond the realm of possibility that a neighbor living a distance away could have been hit by an errant shot. While he could have successfully invoked self-defense had he hit one of the robbers would the same have applied if he happen to hit a neighbor?

You are correct. Its the counties that issue the permits. Freely available in Shasta County where I live. I don't think you can get one in San Francisco County, at least not easily.

Um, no you really don't. You go to a California DMV not an Orange County DMV. The county does not run the DMV. The state does. The Department of Motor Vehicles is generally a state agency (as it is in California).
