Prosecutors file what they believe they can prove and are appropriate charges under the circumstances. There were many times when I was filing charges or approving charges that my assessment differed from the LEOs. I always explained my decision and thanked them for their input. Trump's handpicked special counsel charged what he thought was appropriate under the facts.

The allegations that Joe Biden has been taking bribes from one or more Chinese businessmen (it's not clear whether the Chinese businessman referenced in the 2017 WhatsApp message and the one to whom Hunter sent the famous 2018 email in which he referenced "the big guy" are the same person) and that he took a bribe from an Ukrainian. There is absolutely no evidence that Joe Biden ever received the alleged bribes or was even involved in Hunter's negotiations. As I previously stated in the end it will probably turn out to be a case of Hunter trying to con a foreign investor who apparently has little knowledge of the American political system that he could intervene on behalf of the Chinese businessman through his father. Anyone who actually knows how the American political system works would realize that a former Democratic Vice President would have no influence in a government with a Republican president and Republican majorities in both Houses of Congress.
In order to get evidence you (1) have to try and (2) have to have the legal authority to obtain it. I am not aware of any person or agency which possesses both.
I love it when novices who don't know a thing about what goes into a charging decision decide to come out and criticize one on purely partisan grounds. The charging prosecutor was a Trump appointee, and there was one whistleblower who didn't agree with the decision.
